Siska Indian Band will be commencing a project emphasizing education and management of salmon in the Mid-Fraser River by Mid-Fraser First Nations. The project will assess the capacity to recapture tagged salmon through a stable assessment platform in order to generate an accurate mark-rate sample from the downstream project. This project also concerns governance issues, as it will demonstrate the capacity of mid-Fraser First Nations to collaborate on selective fisheries, harvest allocation, and economic opportunities, including development of draft protocol, relevant principles and standards for sharing. First Nations will also collaborate on stock assessment and management systems and standards, in particular with Secwepemc Fisheries Commission on designation of fishers and control of fish custody retained from licensed fisheries. Another aspect of the project will evaluate the feasibility of regulated selective small-scale artisnal fisheries and their applicability to inland commercial fisheries. This innovative project will test local marketing systems, including cost-effective operation of a small-scale processing plant in an interior setting. This will be a non-profit fishery with all profits re-invested in subsequent feasibility work involving partners. This project will have a wide range of benefits, as it will be a case study for developing protocols, methods and standards for conservation-based inter-tribal harvest sharing in the future, as well as feasibility research on the economics of small-scale selective artisnal fisheries in a commercial setting. |
