Project Summary

Purpose:
To improve understanding of potential and options for watershed-based governance planning and decision-making processes in the Fraser Basin.

Governance is a key issue in the Basin and links to other questions such as data management and integration and values.  In Phase I, this project will establish scope for and produce a background paper that will inform the development of a workplan to examine watershed governance issues, approaches and opportunities within the basin, possibly involving a pilot governance model in the Thompson. The background paper will include an overview of existing legislation at the local, provincial, and federal government levels that supports watershed management activities, as well as an assessment of tools available to local governments to engage in watershed management.

In Phase II, informed by the background paper, options for watershed governance will be reviewed by agencies and other relevant organizations in workshop format. A workplan will be developed and presented to the parties. Based on the workplan, an overview of the current status of planning, identifying challenges and opportunities, and specifying options for furthering planning on a watershed basis will be undertaken as Phase III. This may involve a watershed governance case study in the Thompson.

This proposal recognizes the ongoing work of the Nicola WUMP, as well as that of the B.C. water governance network, the Cowichan Regional District, and the Township of Langley, and will foster opportunities for exchange and collaboration with these groups through the scoping phase and the workshop.  It also recognizes and may link to the Watershed Status and Threats tool and the Habitat Monitoring Harmonization Framework. However, it should be noted that this project is distinct, particularly for its approach to ‘watersheds’ as a governance planning unit. First Nations and NGOs will be involved in this project and fees include some travel and participation costs.
