Green Infrastructure, a comprehensive document designed to provide municipal and regional governments with rationale and practical tools for protecting the green infrastructure within their jurisdictions. This Toolkit, created through the Wetland Stewardship Partnership, was prepared by the Environmental Law Clinic at the University of Victoria in 2005, and was revised by Deborah Curran and Company in 2006/07. The Toolkit contains practical examples of bylaw provisions currently in use in B.C., including model provisions for Regional Growth Strategies, Official Community Plans, Development Permit Areas, Zoning, Tax Exemptions, Environmental Assessment, Stormwater Management and other regulatory tools. It includes several examples and case studies of successful green infrastructure projects and bylaws. Ducks Unlimited Canada has hired 4 contractors in 4 priority areas of the province to conduct comprehensive ‘roll-outs’ with the local governments. Priority areas include East Coast Vancouver Island, GVRD/Fraser Valley, Okanagan and the Cariboo-Chilcotin. The role of these contractors is to present the information in the toolkit to local decision makers (planning staff, regional and municipal elected officials, development community, industry stakeholders and the general public) and to work collaboratively on strategies for implementing the tools. Contractors are hired locally to ensure that they understand the local issues and can build lasting relationships with decision makers in the areas. In addition to the services and expertise provided by the 4 planning consultants, Deborah Curran, Lawyer is contracted by DUC to comment on Draft Official Community Plans and Draft Regional Growth Strategies based on requests from local governments.
The appetite for this tool has been overwhelming and the feedback on the project to date has been extremely positive. Many local governments from outside of our priority areas have expressed an interest in the tools.
