Project Summary

Overview

It has been well documented that the long term survival of Pacific salmon in BC is in question.  First Nations engagement in policies and programs to effect positive change has shown limited success.  A consolidated First Nations approach to defining their interests and building related capacity is essential. 

This proposed project is an effort to activate the ITFT as a means to strengthen First Nations capacity and consolidate their approaches.  It will enable First Nations to become effectively engaged with government and other agencies.  Ultimately, this project will assist with reconciling our common responsibility and effecting positive change towards the survival of salmon. 

The ITFT was originally signed in 1989.  Through a series of conferences over the past year it was agreed that further organizational work is required for its implementation.  A functioning Tier 1 needs to be in place for First Nations to develop a consolidated approach to engage DFO and other processes. 

This project provides an opportunity to develop the key institutional elements that are essential for full First Nation participation in the ITFT.  As a prerequisite, the following key elements are required:
¥ ITFT Organizational Structure;
¥ Prioritized Workplan; and,
¥ Partnership Strategy. 
These elements will be developed during facilitated focus sessions involving current PWC and technical staff.  The products will be used to promote the ITFT: i) internally Ð to demonstrate the value and utility of the ITFT to all First Nations; and ii) externally Ð to reconcile our common responsibility towards fisheries survival. 

Objectives
1. To continue to build the ITFT Organizational Structure and Function.
2. To develop a Prioritized Workplan.
3. To develop a Partnership Strategy.
4. To use the products to promote the ITFT internally and externally.

Methods

1. To continue to build the ITFT Organizational Structure and Function.

a. hold a 1_ day facilitated working session of PWC and interim technical working group;
b. confirm committee structure and function (Political Working Committee, Administration and Communications Secretariat, Interim Working Group and sub-committees);
c. develop necessary policies, principles, procedures and funding requirements for all committees;
d. draft products from workshop (facilitator).


2. To develop a Prioritized Workplan.

a. hold a 1_ day facilitated working session of PWC and interim technical working group;
b. develop a prioritized list of the activities to be undertaken (legal, policy, technical, management);
c. draft products from workshop (facilitator).


3. To develop a Partnership Strategy.

a. hold a 1_ day facilitated working session of PWC and interim technical working group;
b. develop a plan for future Tier 2 and Tier 3 engagement (DFO, FRAFS, FNFC, Salmon Table, etc.);
c. draft products from workshop (facilitator).


4. To use the products to promote the ITFT internally and externally.

a. Conduct internal promotion of the ITFT with First Nations (Tier 1)
i. Using products from workshops, PWC chair will meet with First Nations to promote/describe the ITFT to garner support and document comments.

b. Conduct external promotion of the ITFT with Tier 2 (government) and Tier 3 (multi-stakeholder)
i. Using products from workshops, PWC chair will meet with DFO and other agencies to identify mutual interests and institutional impasses and document comments. 

c. Report to First Nations
i. Hold PWC teleconferences quarterly to review feedback.
ii. Hold year end plenary to consider amendments to Organizational Structure and develop next yearÕs budget and workplan (partnerships, activities, projects).
