In the fall of 2006, the Nicola Watershed Community Round Table began researching and evaluating governance models currently used in water management in order to develop a governance model to be used to implement the Nicola Water Use Management Plan (Nicola WUMP). This research generated a comparison of possible governance models that could be used by the Nicola WUMP Stakeholders. A workshop was held to facilitate discussion within the public forum of the Nicola WUMP Multi-Stakeholder Committee, and it was agreed upon that a governance model was necessary in order to have a strong influence over the allocation of water resources in the Nicola watershed, and also to ensure that the Nicola Water Use Management Plan was implemented. It was decided that an ‘incremental mandate approach’ was the most feasible governance approach, beginning with the implementation of a few initial advisory level functions. |
