Project Summary

Overview

Plan evaluation and approval (PEA) is the third of four phases of the planning process adopted for the Nicola Water Use Management Plan (NWUMP) planning initiative. 

PEA will build on what has been accomplished over the past four years.  With the completion of a draft plan document,  phase 3 is ready to begin.  PEA will be part education, part information sharing and part lobbying.  It may also involve more dialogue with the City of Merritt on a joint application for a water management plan designation under Part 4 of the BC Water Act. 

The NWUMP Steering Committee has opted to proceed with Option 1 for PEA as outlined in the letter of intent because the City of Merritt has postponed a decision on a joint application under Part 4.

In order to carry out and complete PEA, a series of open houses and meetings will be held with First Nations, the community-at-large, government and key stakeholders.  Public education and outreach was the most strongly supported recommendations from the list of 37 draft recommendations that the Multi Stakeholder Committee has been discussing.  Plan evaluation activities will support this recommendation.  They will also provide various levels of government with an indication of demand management measures they should be considering and the degree of support they could expect from their constituencies for these measures.

Objectives
1. 2-3 open houses around the Nicola watershed with a formal presentation followed by a question and answer period and opportunity to provide feedback.
2. Meetings with municipal councils (City of Merritt and Logan Lake) and Board and Planning Staff of Thompson-Nicola Regional District (4 meetings/presentations) (Collaboration and capacity building through education and information-sharing).
3. Meetings with Indian Bands in the Nicola watershed with a formal presentation followed by a question and answer period and opportunity to provide feedback (12 meetings) (Collaboration and capacity building through education and information-sharing).
4. Present final plan to provincial government for adoption.

Methods

_ Hiring a Communications Consultant
- develop a job description or list of tasks and expectations
- using network of contacts, come up with a short list of possible candidates; contact a number of them and ask if they would be interested in submitting a short proposal with budget
- develop evaluation criteria and assess each proposal against criteria
- select consultant and sign contract
_ Hire First Nations individual to liaise between the Steering Committee and the Bands
- develop job description or list of tasks and expectations
- using network of contacts, identify and interview possible candidates
- select candidate and negotiate terms of contract
_ Develop schedule of meetings, presentations and open houses
- delegate organization of each to appropriate person Đ establish communication protocol re: these tasks and for providing updates to the Steering Committee
- coordinate with Steering Committee dates of meetings, presentations and open houses and determine who from the Steering Committee will be present for each.
_ Prepare all material for presentations, meetings and open houses Đ important that the same message is delivered at each
_ Proceed with meetings, open houses and presentations
- make sure feedback/survey forms are available at each of these events
- collect feedback/survey forms; provide opportunity to provide feedback after the event (Nicola WUMP web site and via the mail)
_ Collate and summarize all feedback
_ Update draft plan incorporating the feedback
- make copies of new document for distribution
_ Prepare letter to accompany new draft Đ draft list of recipients to be included in targeted distribution
_ Submit final Nicola Water Use Management Plan to provincial government
