Project Summary
The purpose of the project was to provide information about what would be required from key partners to participate in a process to develop and get approval for a water management plan (WMP) under Part 4 of the BC Water Act; identify the benefits of working cooperatively and participating in the development of the plan; and gaining the support of all identified partners in furthering watershed wide planning.
The expected outcomes were:
a) a description of the role and responsibilities of each of the main partners - how they would participate in developing a WMP that integrated both Nicola WUMP’s (water use management plan) goals and objectives and the City of Merritt’s Integrated Source Water Program initiative;
b) a commitment, or, at a minimum, an outline of the steps to get that commitment, from all levels of government to participate in a WMP for the Nicola watershed; and
c) a description of the First Nation’s consultative process in connection with a WMP.
The methodology would include the preparation of a briefing document (for distribution) and presentations to and meetings with identified partners (regional district, City of Merritt, District of Logan Lake, and the local Indian Bands) and follow-up.
Interim Progress
As of August 31, 2008
- development of a preliminary action plan for a water management plan designation under Part 4 of the BC Water Act.

- exploratory meeting held with the City of Merritt and Ministry of Environment representative (June 25, 2008) to discuss a joint application because the City of Merritt is also interested in making an application under Part 4 of the BC Water Act.
- follow-up meeting with City of Merritt scheduled for September
Final Results

The project will not be completed by the end date of the contract due in part to factors outside the control of the proponent.
The Minister of Environment received an application from the Nicola Water Use Management Plan (WUMP) Multi-Stakeholder Committee (MSC) to designate the Nicola watershed for a water management plan (WMP) under Part 4 of the BC Water Act. While waiting for a response from the Minister, steps were taken to begin a dialogue with the City of Merritt about working collaboratively in developing a WMP. Two meetings were held and at the second meeting, City Council decided to postpone further discussion until after the municipal election had taken place. Given the slow response from the City of Merritt, the MSC decided to focus on completing the water use management plan in order to have it at hand for the eventual meeting with the new City Council. The proposed follow-up meeting with the new Council has yet to take place. This delay in effect brought the project to a standstill.
