Project Summary

Overview

The North Thompson valley is undergoing significant changes caused by many factors including the international
economic downturn, climate change (e.g., Mountain Pine Beetle outbreak), and local demographic shifts. Therefore it is
essential that tools are available to assist decision makers make appropriate decisions regarding sustainable development,
economic opportunities, and proper land use and resource management.
A key component of sustainability planning is to have an inventory of assets (social, environmental, economic, and
cultural) in an easily retrievable form, ideally in an online atlas. The proposed atlas will include sub-atlases containing
information such as fish-bearing streams, sensitive habitat, agricultural land use, terrain hazards, forest cover and a wide
range of other information.

Some of the uses of the Atlas would include:
¥ community planning
¥ habitat restoration and enhancement
¥ watershed planning
¥ land development referrals
¥ land use impact assessment
¥ research
¥ education and awareness
¥ emergency response

Objectives
1. Design and develop an on-line Atlas for the North Thompson similar to the Kamloops-South Thompson
Sustainable Community Atlas http://www.kamloopsatlas.com/
2. Develop a web portal for the atlas
3. Develop asset maps from existing databases
4. Collect local information and create maps in sub-atlases


Methods

The following activities will be undertaken in the development of the online community Atlas:
1. Acquire the services of an atlas development consultant to initiate the overall project and to engage and
mentor a local mapping coordinator.
2. Engage the community, via a workshop, to determine potential atlas users and the types of spatial information
desired. This will be done with input from the end users, e.g., District Municipalities of Barriere and Clearwater,
Thompson Nicola Regional District, community organizations such as the Wells Gray Community Forest, and
residents of the North Thompson.
3. Determine the organizational structure of the atlas by identifying sub-atlases and folders for organizing atlas
information (fisheries; water; government services; food security information such as food production and
processing facilities; recreation / parks / tourism; etc.). The template for the Atlas structure will initially be
based on the Kamloops-South Thompson Sustainable Community Atlas.
4. Research and compile web links to existing online databases to assemble information for each theme / subatlas,
and identify data gaps.
5. Undertake training & supervising of local volunteers to collect appropriate data.
6. Undertake the mapping of community assets using local staff/volunteers, including entering data into
spreadsheets & inputting into the Atlas.
7. Develop a website portal for the Atlas (the draft home page, developed by the Community Mapping Network, is
already online).

¥ A proposal submitted by the Fraser Basin Council to the Rural Secretariat Đ Rural Partnership
Development Program to conduct a North Thompson Sustainable Watershed Atlas Development
Workshop,
¥ The production of an Atlas Development Handbook that will be completed in February 2009 for the Bits
and Bytes program funded by the Interior Health Authority and Service Canada,
¥ Mapping currently being undertaken by Wells Gray Community Forest for Mountain Pine Beetle
management, and
¥ The acquisition of high-resolution aerial photos for the North Thompson valley.
